Harrogate Community Land Trust is a not-for-profit organisation run by volunteers to deliver affordable housing to the local community. We are all volunteers assisted by professionals, and part of a national people-powered movement for community-led affordable housing.

About HCLT


Harrogate is in the grip of a housing crisis characterised by lack of affordability, low supplies of social housing and issues of soaring rents in many parts of the private rented sector. Our mission is to provide affordable housing options for those on low to medium incomes who are otherwise very limited or unable to live in areas of their choice. 

How we began

HCLT registered as a Charitable Community Benefits Society in April 2018 under the Co-operative and Community Benefits Society Act 2014, and is regulated by the FCA. We benefit from the usual fiscal charity benefits and this would permit the CLT to launch a community share offer in the future if required.


We have been supported, and are able to access funding from the National CLT Network, the Ministry of Housing, Communities and Local Government, together with Harrogate Borough Council and Community Led Homes.


Nationally, we are a member of the National CLT network and locally we work with Leeds Community Homes and the North Yorkshire and East Riding Community Led Housing Enabling Hub.

We can only do this if we do it together


This is how CLT housing works. But we can only do this if we do it together – we need your membership to promote our cause, develop homes for people to ‘right-size’ to, and obtain the investment needed to fulfill our aims.

Meet the Team

Sarah Hart

Chair

Sarah has led a varied career in the housing sector and is currently a Manager at NY & ER Community Led Housing. She also volunteers with Resurrected Bites, a food waste charity. Sarah lives and works in Harrogate with her family.

Jeff Jones

Secretary

Jeff is a chartered accountant and has held senior roles at several companies and groups. He has extensive experience in project management, product development and finance and has set up a number of charities.

Paula Burlison

Treasurer

Paula is a chartered accountant with a wide range of financial skills. She lives with her family in Harrogate and has been an active volunteer within a number of roles including school 

governor and youth services.

Rebecca Colby

Trustee

Rebecca is an author and former librarian who has lived and worked in Harrogate for twenty years. Rebecca

co-founded the local CLT out of her desire to facilitate truly affordable housing within the Harrogate area.
